Section 9-10-2 adds abandoned cars, including one left unmoved for 7 days in a row that looks deserted. Section 9-10-3 then declares wrecked, junked or inoperable vehicles a public nuisance unless they’re inside a building or at a proper business in the right zone.

The two clocks follow. On a street or other public property, the limit is 72 hours, with a 72-hour written notice before a tow (Section 9-10-4). On private property it’s 7 days, a 7-day notice, and then police may remove it, with the owner or occupant liable for the costs (Section 9-10-5).

Winter nights, snow and street sweeping

From November 15 to April 1, through streets and transit streets are closed to parking from 1 to 7 a.m., and when snow passes 2 inches they stay clear until 8 hours after it stops and plowing is done (Section 9-6-7). Signed street-cleaning days close a block while the sweeper works (Section 9-6-6). Two blocks are posted Resident Parking Only: the east side of Custer Avenue and the 4100 block of Lawndale Avenue.

In an alley, any parked car must leave 10 feet clear and keep driveways open (Section 9-6-6(C)), which is worth knowing if the car is behind a garage.

Driveways first, lots second

About 63 percent of Lyons homes are detached houses and roughly two-thirds are owner-occupied, so most pickups here happen on a driveway. Close to a quarter of homes are in buildings with five or more units, and those pickups come from a shared lot once the manager agrees.

The village sticker is required for vehicles kept by residents (Section 9-1-2). It’s due May 31 and the price steps up after that date and again after August 31, which is a fair reason not to renew it for a car that’s done.

The village left a notice on the junk car in my driveway. How long do I have?

Section 9-10-5 makes it unlawful to keep an inoperable or junked vehicle on private property for more than 7 days. Police give 7 days' notice before removing it, and the owner or occupant pays the costs. A car kept inside a garage is exempt, so if it's outside, sell it or garage it within that window.

Can a dead car wait on the street overnight in winter?

Not on a through or transit street. From November 15 to April 1, Section 9-6-7 bans parking there from 1 to 7 a.m., and once snow passes 2 inches those streets stay clear until 8 hours after it stops and the plowing is done. Any car parked on a village street also needs current state registration (Section 9-6-2).

I've been parking the dead car on the side lawn. Is that a problem?

Yes. Section 9-6-5(N) bans parking in the front or side yard of a home except on a hard-surfaced driveway. The driver can still load it from the grass; just tell us where it sits and whether the ground is soft.

Do you take a car that sat in floodwater near the river?
