Flossmoor, incorporated in 1924, is about as owner-occupied as towns get: 95 percent of occupied homes are lived in by their owners, and 82 percent are detached houses (ACS 2020 to 2024). That shapes a junk car pickup here. The car is almost always on a private driveway or in a garage, the neighbours can see it, and the village code has a lot to say about anything left in public view. A tarp is not a garage
Article 9 of Chapter 270 makes inoperable vehicles, or their parts, a nuisance when they’re in public view, on public or private property alike (Section 270-9-1). The definition in Section 270-9-6 is a car whose engine, wheels or other parts have been removed or altered for at least seven days, so it can’t run under its own power. Section 270-9-2 closes the obvious loophole: a tarp over the car doesn’t take it out of public view.
On police notice, the owner has to remove the vehicle. Seven days after that notice, police may remove it themselves, and either the vehicle owner or the property owner pays (Sections 270-9-3 and 270-9-4). The exemptions in Section 270-9-7 are narrow: a car kept inside a building, or an operable historic vehicle over 25 years old.
On the street: 3 a.m., 5 hours and 24 hours
Section 270-5-7 bans parking on every Flossmoor street from 3 to 6 a.m., every day. Doctors on emergency calls are excepted, and cars with a postal decal may park from 5 a.m. In the daytime, residential streets carry a 5-hour limit from 7 a.m. to 4 p.m. on weekdays. Under Section 270-8-1, a car on the public way that can’t be driven, or that has sat unmoved for 24 hours and looks abandoned, can be treated as abandoned. That process starts with a certified letter and a notice-of-intent-to-tow sticker, and the owner gets 7 days to ask for a hearing.
Keep the car on pavement while you wait, too. Section 270-5-9 bans parking on any unimproved surface, and parkways and sidewalks are off limits.
Snow routes
Once 2 inches of snow has fallen, no car may park on any Flossmoor street until it’s plowed. The snow emergency routes go further, with signs barring parking from 7 p.m. to 7 a.m. when 2 inches or more is down: Central Drive, Flossmoor Road between Governors and Dixie Highways, Hawthorne Lane, Leavitt Avenue, Park Drive and Sterling Avenue. A car that stalls on one of them has to be towed or pushed off right away (Section 270-6-3).
Finding the house, and the towns next door
No interstate or numbered highway runs through Flossmoor. The roads that matter are Governors Highway, Dixie Highway, Kedzie Avenue, Vollmer Road, Flossmoor Road, Western Avenue and Crawford Avenue, and Flossmoor station is on the Metra Electric line. Embassy Row and Imperial Court are resident and guest permit parking only, so mention it if the car is there.
