Tinley Park stretches across Cook and Will counties and four townships, so “where is the car?” deserves a precise answer. Give us the nearest cross streets. Harlem Avenue (Route 43) is the main north-south road, 80th Avenue does the same job on the Cook County side, 191st Street is a major east-west road, and 171st Street runs entirely inside the village. I-80 crosses from east to west, with junctions at Harlem and at La Grange Road. Village hall is at 16250 S. Oak Park Avenue. Every night, 2 a.m. to 5 a.m.
Section 73.09 bans parking on any street in the village from 2 to 5 a.m., every day of the year, snow or no snow. Residents can ask for overnight permission through an online form, but it covers one vehicle per date and no more than three nights in a row. That helps when relatives visit. It doesn’t help with a car that’s never going to move again.
Snow tightens things further. Once more than an inch is on the street, Section 73.11 limits parking to 3 minutes for passengers or 30 minutes for property while it falls and for 8 hours after, until removal is finished, and police may tow.
What the code says about dead cars
Two parts of the code apply. Section 98.02(F) names non-functioning motor vehicles without a valid license among the items that become a nuisance when they’re collected or left anywhere in the village other than as the code allows. Section 90.20 treats a car on the public way as abandoned if it’s in disrepair and can’t be driven, or if it hasn’t moved for seven days and looks deserted.
Before a tow, Section 90.23 calls for notice delivered in person or by registered mail, plus a notice-of-intent-to-tow sticker on the car, and the owner then has 7 days to ask for a hearing. Trucks, alleys and driveways
Section 73.12 lets only passenger cars, station wagons and privately owned pickups or panel trucks of three-quarter ton or less park on streets and the right-of-way, unless signs say otherwise or the vehicle is making a delivery. A broken-down work truck has to come off the street. In alleys, Section 73.05 wants 10 feet left clear and no driveway blocked, and Section 73.10 bars parking on a street to advertise a car for sale.
For most sellers, the pickup itself is simple. Tinley Park is mainly a town of owned homes: 86.9 percent of occupied units are owner-occupied, and about 77 percent of homes are single-unit buildings (ACS 2020 to 2024). The car is usually on a driveway or in a garage. For the townhouse and apartment lots that make up the rest, clear the visit with the association or manager.
