Read a Harvey address with a Chicago map in mind and the street names will throw you. Western Avenue goes by Dixie Highway here, Ashland Avenue turns into Wood Street, and Harvey’s own Ashland Avenue is the line that splits east and west house numbers. Halsted Street jogs near 150th and 159th, and the numbered streets follow section lines rather than true distance from Chicago’s base lines. When you ask Junk My Car Inc for an offer, give us the Harvey name for your street plus a cross street, and the driver will find you.
One dead car per home, and it goes in the garage
Section 10-76-200 is the rule to know. Nobody may keep more than one inoperable or unregistered vehicle in a residential district, and that one has to be in a garage or other enclosure. Under Section 10-76-130, “inoperable” covers a car with no current valid plate as well as one that is rusted, wrecked, dismantled or simply won’t run. A car under repair counts too if the work isn’t finished within 14 days of a notice.
Section 10-76-140 makes an abandoned or inoperable car in public view a nuisance, on public or private property. The exemptions in Section 10-76-210 are narrow: a car inside a building, an operable historic vehicle over 25 years old, or one at a business that wrecks or junks vehicles.
How quickly Harvey tows
On a street, police put a warning sticker on the car and may tow it after 72 hours (Section 10-76-160). On private property, the notice comes by certified mail, by hand, or as a sticker plus a regular letter, and the tow can follow after 7 calendar days (Section 10-76-170). Call as soon as a notice appears, so there’s time to arrange the pickup.
Harvey’s 1-inch snow rule
Harvey’s snow rule starts at just 1 inch. Under Section 10-60-080, once snow on the street tops 1 inch, parking anywhere in the city is limited to 3 minutes for passengers or 30 minutes for freight, from the snowfall until 8 hours after it stops and until removal is done. Boulevards with a bus line add a 1 to 7 a.m. limit from November 15 to April 1 (Section 10-60-090). A car that can’t be started can’t follow either rule.
Halsted, Sibley and 159th Street
Three state and federal routes cross the city: Halsted Street (Route 1), Sibley Boulevard (147th Street, Route 83) and 159th Street (US 6). I-57 and the Tri-State run just outside the limits. About 63 percent of homes are detached houses and 28 percent sit in buildings of two or more units, with mobile homes making up most of the rest, so we load from driveways, alleys and apartment lots alike.
